11. Lord Goronwy-Roberts made the point that progress in this field was important and that he had been asked to undertake an annual review of the situation in Hong Kong. The Governor said that he quite understood the reasons for this and suggested that to work for a steady improvement of the situation would be the most desirable

approach.
