With Mr. McNally's agreement I attach a copy of a minute from him to the Secretary of State recording decisions taken by the Labour Party International Committee on 11 February. The procedure is that these decisions have to be confirmed by the National Executive Committee in two weeks' time or so but it is likely that this will happen. Departments will want to note the visits and proposed action as recorded and, in certain cases, it <may be desirable to tell posts abroad.
