1. You asked me to comment & the reference in the attached draft Submission to the position of the UK Government in relation to ILO Convention No. 138.

2.

The statement in paragraph 5 is accurate but in view of other references to the possibility of the application of this Convention to Hong Kong which have been made lately I wonder wheth r there would be any advantage in drawing attention to the attitude of the UK towards this Convention? This is clearly set out in Cmmd 5828 (page 3 refers). I have confirmed by reference to the D/Employment that no change of attitude is envisaged in the foreseeable future.
