Since your return to the Office earlier this week, I have been trying to contact you with a view to discussing the NEC's attitude to Hong Kong and how best to reply to their recent representations to the Secretary of State.

I would be most grateful if you could suggest a time for a meeting on this which Mr Foggon should, of course, also attend. We should like to get on with this as soon as possible.
