A report on this Convention had been supplied by the Government of Hong Kong by the due date but as it was clear that it was unlikely to satisfy the earlier observation made by the Committee of Experts it was returned to the Government for further consideration. The Government of Hong Kong were not, however, prepared to alter the report on the grounds that amendments to the Factories and Industrial Undertakings Ordinance would not be timely in advance of a major review of labour legislation it was proposed to make when a Labour Adviser had
been appointed.

The report in the form in which it was originally supplied has now been sent forward to the ILO and a copy is attached for ease of reference.

"The position remains as stated in our latest report on Convention No 5. a comparatively minor amendment could be made to the Factories and Industrial Undertakings Ordinance, it is not considered advisable to make this now when the whole concept of registration is under review and major changes are likely to be made to this Ordinance after we have received advice from the yet-to-be
recruited Labour Adviser.
Consideration is also being given to transferring from the Factories and Industrial Undertakings Ordinance those sections dealing with employment to the Employment Ordinance or to a new ordinance. However, such a project remains a long-term objective."
The UK Government Representative should bear in mind that, although the Deputy Commissioner of Labour, Hong Kong (Mr I & Price), who is attending the Conference as a member of the UK Delegation, will not be able to speak on this matter, he will be available for discussion if the need arises, and has already provided the additional background information, which should be used:
