1. Mr O'Keefe dictated the attached letter to Sir Murray MacLehose before departing on leave.

2. I have made a few amendments in the interests of style but, as

was not present at the meeting with the Secretary of State, there may perhaps be some errors or misplacement of emphasis.

3. I am not entirely satisfied that the statements attributed to Lord Goronwy-Roberts in paragraph 3 are correct, particularly the reference to the granting of further powers to the "urban" or "legislative" council or councils.
