APPLICATION OF INTERNATIONAL LABOUR CONVENTIONS TO HONG KONG

1. With reference to the attached copy of Mr O'Keeffe's minute of 15 August, the original of which I understand is on your papers HKK 5/31, I should be glad to know whether any action has been taken as requested in the first paragraph?

2. I note that it is intended that the letter to the TUC should cover the ILO and Hong Kong's position has changed recently in this regard. We should therefore like to have the opportunity to comment on the proposed letter in draft.
