Existing social security institutions
The social security programmes that are at present in operation are mostly dispersed and administered by different institutions and services falling within the administrative competence of different ministries. The Voluntary Sickness, Maternity and Health Insurance Scheme which now covers over 48,000 workers (and their dependants) in some 1,000 enterprises is administered by the Social Security Fund under the Directorate of Manpower Protection and Maintenance in the Ministry of Manpower, Transmigration and Co-operatives. The Social Security Fund is subject to supervision by the Directorate of Work Conditions and Social Security within the Directorate of Manpower Protection and Maintenance. Two of the three directors of the Social Security Fund also function simultaneously as chiefs of two divisions in the Directorate of Work Conditions and Social Security, viz. the Divison for Wages and Work Conditions and Collective Labour Agreements and the Division for Insurance, Social Security and Workers' Welfare Service. Protection against the risks of employment injury is available to workers under provisions of the Workmen's Compensation Act (No. 2 of 1951). The Act is administered by the Directorate of Development of Labour Protection and Standards within the Directorate of Manpower Protection and Maintenance. The organisational chart of the Directorate-General of Manpower Protection and Maintenance given in Annex II shous the location of the different services concerned with social security within the Ministry of Manpower, Transmigration and Co-operatives.

16. Apart from these
which fall within the administrative competence of the Ministry of Manpower, Transmigration and Co-operatives, there are a few other programmes mostly for civil servants and armed forces that are administered by
separate agencies. Thus, the Government Public Service Pension Scheme is the responsibility of the Directorate of Financial Institutions in the Ministry of Finance; the Government Employees' Welfare Fund (DASPERI) falls within the competence of the Department of Social Welfare, while the health insurance programme of civil servants is run by the Department of Health. The Armed Forces Social Insurance Organisation comes under the Ministry of Defence which also administers the Health Insurance Scheme for the armed forces.
B. Channels of communication and information flow

The chart below attempts to explain the channel of communication between the BAPPENAS and the Ministry of Manpower, Transmigration and Co-operatives and the social security services within the Ministry. The Deputy Chairman of the Social and Cultural Affairs Divison in the BAPPENAS transmits guidelines and instructions on planning procedures and project formulation to the Secretary-General of the Ministry of Manpower, Transmigration and Co-operatives. The four Directors-General in the Ministry who are responsible for formulation and implementation of projects in their respective fields get the projects prepared in their technical divisons and services and route then to the Bureau for Planning and Research (attached to the Office of the Secretary-General) where project proposals of all technical directorates are integrated for submission to the BAPPENAS. The Bureau for Research and Planning is responsible also for the evaluation and monitoring of all projects and programmes, including those on social security, administered by the Ministry of Manpower,
Transmigration and Co-operatives.
