You will recall that when I discussed the Government's
foreign policy with the International Committee on 19 June,
Jack Jones reminded me of the continuing TUC interest in
the general labour and industrial relations situation in
Hong Kong. I have now had a chance to discuss these matters
with my advisers.

I think we can effect some improvement in the arrange-
ments we have for reviewing Hong Kong's adherence to the
Conventions of the ILO. Hong Kong's performance in this
respect is in fact quite creditable, particularly when
compared with her Asian neighbours, but clearly as
territory for which we are responsible the highest standards
must be maintained.
should be a review of Hong Kong's position in this regard in
January of each year. Goronwy Roberts will take this on.
The objective is to find ways of securing greater compliance
by Hong Kong to the standards embodied in International
Labour Conventions.
I have, therefore, decided that there
