Mr. Mikardo asked if one could not have a partly-elected LegCo.

The Governor stated that this was impossible because pro-KMT people might be elected, and one could not vet all the candidates.

Mr. McCluskie asked why Hong Kong had only ratified 31 out of 64 ILO conventions ratified by the U.K.

The Governor said it was a very complicated business to ratify Conven- tions, taking up to 6 months.

Mr. McCluskie then returned to a point about the proper way to negotiate for wages.

The Governor stated that workers could always strike, but S. McCluskie replied that workers in Hong Kong were scared by the high level of unemployment and asked the Governor to look into the problem of wages being cut during a period of inflation.
