"Dear Ian,

During our recent visit to the Far East, we had cause to spend 48 hours in Hong Kong, and during this time the General Secretary of this organisation and myself had discussions with the Seamen's Recruiting Officer Government appointed the Amalgamated Union of Seaman, Hong Kong, and tho Hong Kong Seamen's Union.

I would advise that this is the second such meeting that has taken place over the last 6 months. We are disturbed at the situation which exists in Hong Kong, both from the employment of Hong Kong seamen on board British flag ships, and the right of the local Unions to organise and negotiate for the labour involved. It is a fact that neither Union has ever taken part in collective bargaining, and they are prepared to acknowledge that they are little more than "rent collectorg". The only point of contact with their respective memberships is at the point when a dispute arises, and they have no control whatsoever should an employor decide to reduce the conditions which exist on board ship.

Perhaps the International Committee could consider ways in which some service may be rendered to these organisations.
