Dear Miss Lowne
The Chancellor of the Duchy of Lancaster held a meeting, which Philip Ridley attended, on 4 July with the TUC Textile, Clothing and Footwear Committee to discuss the problems of their industries. As a follow-up to that meeting, Len Murray of the TUC has now written to him asking for information about "the way in which trading affairs with Hong Kong are dealt with" by the United Kingdom Government Departments; a copy of the letter is enclosed. The only specific point recorded in the minutes of the meeting (also enclosed) dealt with the United Kingdom Government's responsibility for labour conditions in Hong Kong: this point was not followed up, as far as I know, but Mr Murray's letter now raises the question of Hong Kong's status in a more general form. Presumably he is concerned to find out how far Hong Kong's status gives us a voice in determining Hong Kong's policies on trade, labour conditions etc.
We would be grateful for your advice on how the Chancellor of the Duchy should reply to Ir kurray. I am sending copies of this letter and enclosures to Wright (Department of Trade) and O'Keefe (Hong Kong and Indian Ocean Department, FCO). May I assume that you will consult them, as necessary, unless you let me
know otherwise?
