TRADE UNION RESEARCH IN HONG KONG
1. I have had a word with Miss McGee who is the guardian of the funds at ODM for economic and social research. The senario that I mapped out with you is, she confirms, practicable A project of up to £2,000 can be approved by officials but as several visits will need to be made to Hong Kong the project will certainly cost more than that.
2. However, the Ministry of Overseas Development can commission a piece of research if the Ministry so wishes and all that needs to be done is to inform the responsible Committee that this has been done. We can say firmly therefore that the research in Hong Kong could be carried out as a piece of academic research, paid for from aid funds here, and calling for nothing more than the tacit co-operation of the Hong Kong Government. Indeed, once the Governor is convinced no announcement need be made. After all, nobody told us when the so-called research into child labour began!
