1. Thank you for sending us a copy of your draft submission and outline paper.

I have two suggestions to make on points which are not strictly within Defence Department's brief:-

(a) The last two sentence of para ? of the paper might be misconstrued. The last sentence might be read simply as meaning that Hong Kong will refuse to pay a greater pro- portion of the costs of the garrison, whereas I think the intended point is that even if Hong Kong pays more (thereby diminishing one element on the liabilities side), other liabilities will increase. Perhaps the words "in some ways might be substituted for "somewhat" in the second sentence and the word "overall" could be inserted before "the liabilities" in the last sentence. Also, it may not readily be understood why our liabilities should increase as Hong Kong grows economically stronger, and you may wish to expand the last sentence at the end.
