1. On 5 March, Lord Goronwy-Roberts held a meeting to discuss the long-term future of Hong Kong. The discussion centred on my minute of that date to which was attached the possible headings under which the subject might be considered.

2. At this meeting it was concluded that a paper would be necessary well in time for the Secretary of State's visit to

China, now planned for May 1976. The first stare was to consider the value of Hong Kong from the point of view of HMG's interests; to make an assessment of current Chinese

attitudes as they can be determined from their overt acts on matters of interest to the Colony which would provide a check- list of indications if and when these attitudes were to change;

and to suggest a possible line to take in discussions which the Secretary of State will have with the Chinese next May. It was agreed that while the paper attached to my submission was a useful summary of points to be considered, the paper itself would need to give some estimate of whether the balance of UK interests might alter over the next few years. It was also agreed that the paper, which would need a high security classi- fication, should be shown in draft to HM Ambassador Feking and the Governor Hong Kong on a personal basis for their comments and that this should preferably be done in this country. After writing this draft I am convinced this is an essential step before the paper is submitted to the Secretary of State. I understand that Sir Murray MacLehose and Mr Youde have already had a preliminary discussion of the problem when hr Youde passed through Hong Kong recently and that the Governor has a
