In my view, for what it is worth, the briefing of the Secretary of State on Hong Kong issues (and for that matter China issues) could well be conducted on two fronts:

(a) The formal briefing to be put up and discussed

about a month before the visit; and

(b) as occasion offers, individual elements to be brought between now and then to the attention of the Secretary of State, in the normal course of business.

I put these thoughts forward at a meeting Sir D Watson had with the Governor on 1 December.
