As requested in Sir Duncan Watson's minute of 17 June,

I submit background notes on Hong Kong, the Seychelles and the British Indian Ocean Territory.

2.

Mr O'Keeffe, the Head of Hong Kong & Indian Ocean Department, is at present in hospital and the Assistant is also absent. Mr O'Keeffe will be returning to the Office within the next day or two and I suggest, if convenient, that Mr Rowlands waits until then before discussing these.
