HONG KONG:

CORRUPTION

An Independent Commission Against Corruption was established in February 1974. Its functions are to investigate complaints of corruption; to take steps for the prevention of corruption; and to enlist community support for its elimination.

As at mid-February, proceedings had been instituted in 127 cases put forward by the Commission. 72 of these had been successful and 27 cases were still pending.

I strongly support the measures against corruption which have already been taken by the Governor, in particular the setting-up of the Independent Commission Against Corruption. The Commission is still in its first year of operation; already achieved distinct success; and must be given an appropriate opportunity to fulfil its task.
