I attach an additional brief on the consideration at present taking place on the long term future of Hong Kong, given that the New Territories Lease expires in 1997. This matter is one of exceptional delicacy and none of the papers have been sent to the Governor Hong Kong (or HM Ambassador Peking). Both are aware of the fact that the matter is under consideration and the Governor will be shown the papers when he is in London in November. Mr Youde has already commented.

We have already agreed that this brief should be returned to me when the PUS designate has had a chance to study it.
