Miss Barnes told me just before Christmas that Mr Cortazzi wants to have a meeting with you, Mr Bentley, Mr Faber and Mr Masefield at 4 00 pm on Wednesday, 7 January to consider further work on the paper on this subject. I have put a note in your diary accordingly.

Mr Larmour has expressed interest in the progress of the paper and I have told him of my understanding of where matters stand. I have also told him of Mr Cortazzi's meeting. Mr Male is also

of it.

3. I have not been able to confirm with Mr Cortazzi (who is now on leave) but I imagine that the object of his meeting is to enable him to discuss the paper on Hong Kong with the Governor when he sees him at 11.30 am (provisional) on Thursday, 8 January.
