1. Lord Goronwy-Roberts has seen the PUS' minute of 3 December and has commented:

"The above is absolutely right: a "think piece" by Sir Murray against the background of his understanding of UK thinking, including the PLP, and fairly soon after his return: Mr Youde and he to see our Paper (Dept will arrange); and then our briefing of the 3 of 3 for his visit.

There is no real difference in PUS' and my timing of the briefing; three to four weeks beforehand is fine; it gives opportunity for follow-up, adjustments and additions.

I entirely agree also that Mr Youde and Siraclehose should come home for the briefing. This is over-riding.

Un defence contribution and textiles, I have felt bound to act on Sir M Maclehose's assessment of Hong Kong reactions, and I see that he formulated this even more strongly to Sir M Palliser than to me. My minute to the Secretary of State of 3 December weights the point pretty exactly, so far as I am concerned.

Sir M Palliser may wish to have my views before he sees Sir Murray before the latter returns to Hong Kong in January."
