The Secretary of State has seen Sir M. Palliser's minute of 3 December outlining briefing arrangements for the Secretary of State's visit to the Far East. We must of course bear in mind that the visit includes Japan as well as China and Hong Kong. A further complication is that the House is likely to rise on 15 April for the Easter Recess and the Secretary of State may well be away from the Office for some part of the time between then and 25 April when he is due to leave for the Far East. Granted the likely pressures on his time it would be wrong to make too many firm advance commitments on the timetable for his briefing before we see how the situation develops.

On a specific point the Secretary of State feels it would be justifiable to ask Mr Youde to return to the UK but neither Sir M. Maclehose or Mr M. Wilford.
