C PROGRESS MADE BY THE ICAC DURING ITS FIRST YEAR OF OPERATIONS
1.
As at 14 February, the ICAC had made a total of 127 prosecutions. 77 of these prosecutions were successful and there have been 23 acquittals. 27 cases are still pending. One of the successful prosecutions was against an officer of the ICAC who was convicted in December of accepting a loan without the permission of the Governor. Since the above figures were compiled, ex-Police Superintendent Temple, former Head of the Triad Society Bureau has been convicted on corruption charges and sentenced to one year's imprisonment; and ex-Folice Superintendent Godber convicted and sentenced on 25 February to 4 years imprisonment.
2. The progress made by the ICAC is being carefully monitored by critics of the Hong Kong Government and there is still some pressure for HMG to appoint a Royal Commission from the UK. Recent Farliamentary Questions about the ICAC include 2 that were put down by Mr James Johnston MF and one by Mr Kenneth Warren MP on 19 February in which he asked if the Secretary of State would appoint a Commission to investigate the corruption in Hong Kong.
3. The Commission's complement of 301 (including 51 former Hong Kong Folice Officers) is to be substantially increased in the forthcoming year.
