CONSTITUTIONAL POSITION
1. Finance Committee
All Unofficial Members of LegCo plus Financial and Colonial Secretaries (the latter is Chairman). Large Unofficial majority. Could be over-ruled by LegCo but only at the cost of a major constitutional crisis. Rarely, if ever, attempted.
2. Must take account of public opinion and there is a limit beyond which he cannot impose policy unacceptable to it.
3.
Representing Hong Kong view to the Secretary of State and vice versa.
4.
To put the whole paper in perspective, the Secretary of
State has the ultimate sanction of dismissal of the Governor who holds his office at the Queen's pleasure.
