Why not enlarge the Legislative Council?
The Legislative Council was last increased in 1972
to 30, including 15 Unofficial Members. The Hong Kong Government are aware that the workload on present Members is continually increasing. In his annual speech to the Legislative Council on 8 October, the Governor indicated that, in his view, there is room for change in the Legislative Council while retaining the essential
character.

During his current visit to London, the Governor explained that he was considering increasing membership of the Legislative Council next June when the present appointments of some existing Members come to be renewed; but that no decision had yet been taken. We shall consider any proposals the Governor makes in due course and consideration will of course have to be given to the balance between Official and Unofficial and Unofficial representation.
