4. Subject, therefore, to any views CBF may have particularly on the matter of dates, I conclude that from an MOD viewpoint we must show willing to receive the Sub-Committee in Hong Kong, although doing nothing to encourage them; and I would like before the end of this week to put the matter to CBF in terms of the attached draft signal. I should be grateful for any views you may have and you may of course wish to consult the Governor at the same time. I suppose the Sub-Committee might be tempted in some circumstances to extend its interest to the whole of the internal security situation and apparatus in Hong Kong and, if it decides to take formal evidence to think of putting questions to Hong Kong Government officials. Whether it is within its competence to go that far, I do not know. Certainly, however, I believe we should closely concert our approach, as the Sub- Committee could not be narrowly confined to Defence aspects, if they chose to follow the subject up on their return to London.
