In his annual speech to the Legislative Council on Oth Cctober, the Governor
did indicate that in his view there is room for change in the Legislative
Council, whilst retaining its essential character.

are 2,000, and their grouping into area comittees is, in fact, a device
that has been introduced under the present Governor, and it is his intention
