EXPENDITURE COMMITTEE

DEASC PROPOSED VISIT TO HONG KONG

1. As I mentioned in our telephone conversation on 9 May, we have now heard from the Clerk to the Sub-Committee who has confirmed the Sub-Committee's wish to visit Hong Kong in November. Our liaison officer is not yet in the position to say what they would hope to achieve but has provided some guidance on the sort of programme they might require.

2. I enclose a draft signal to CBF Hong Kong containing further details for his information and suggesting that his staff might, at this stage, deal direct with the MOD liaison officer to produce an outline programme. This will require higher level clearance but in the meantime I would be grateful if you would confirm that you agree the approach. You would presumably wish to telegram the Governor at the same time.
