SCOE VISIT OF DEASC TO HONG KONG

Colonel Palmer, the Chief Staff Officer at HQ BF Hong Kong, wrote to me on 15 July about several points connected with the visit. (A copy of his letter was circulated under cover of Mr Boardman's loose minute of even reference dated 25 July to AUS(CF)). The suggestions made by Colonel Palmer in his second paragraph about the preparation of briefs have received further consideration and Colonel Palmer's latest letter to me (1 September) contains the following paragraph:-

"On the question of briefing, CBF agrees that we can brief adequately here without preliminary oral or written briefing in London. He also feels that my original suggestion that MOD should first send us prepared briefs which we would then comment upon, and which MOD would approve, is unnecessarily cumbersome and we can satisfactorily prepare briefs here which will not tread on too many toes. However, it might be useful if you sounded out MOD departments to determine whether there is anything that they would particularly wish to see included - or excluded to avoid any embarrassing post mortems! We all hope that the Defence Costs Agreement will have been concluded by then.”
I expect that you will be able to endorse Hong Kong's proposals. I should be grateful-if you would let me know before the end of September whether there is anything which you would particularly wish to be included or excluded in Hong Kong's briefing.
