At yesterday's meeting of the Sub-Committee I was instructed to request that the background brief being prepared on Hong Kong should be submitted to the Sub-Committee by Friday this week.
The Sub-Committee also requested a paper on the results of negotiations with Hong Kong about the future size of the forces there and the arrangements for financing them. This paper I take to be the responsibility of the Ministry of Defence, whom I have asked to provide it. However, the Sub-Committee would like a note on any aspect of this subject which falls within FCO responsibility, and in particular wish to have a statement of the cor.stitutional position of the Governor in negotiating with a Minister of Her Majesty's Government.
The Sub-Committee wish to have this note, too by Friday morning.
