The question of a press lunch, at which the Governor could provide an off-the-record briefing to selected correspondents, was deferred in February, to be reconsidered nearer the time (para. 2 of FCO telno. 152). The Hong Kong Commissioner, who organised a similar lunch for the Governor when he was in London last June, has made a provisional booking at Brown's Hotel for 10 April. News Department agree that nothing has happened in the
last few weeks to make such a lunch undesirable.

Finally, I understand that the Commissioner may be consulting Lord Goronwy-Roberts's Private Secretary about the possibility of a meeting between the Governor and a group of MPs Flags C (para. 3 of FCO telno. 152 and para. 9 of Hong Kong telno. 171).
24) Such a meeting can do no harm and possibly some good and I recommend
that it should be arranged if at all possible.

I recommend:
(i)
that, if possible, Lord and Lady Goronwy-Roberts
should try to find time to make an appearance at the fashion show;
(ii) that arrangements should go ahead for the press lunch;
