(c) Hong Kong Textiles and the EEC
There is still disagreement over the interpretation of the recent textile agreement between Hong Kong and the EEC. Consultations between the EEC and Hong Kong are taking place on 17 November. If this does not resolve the difficulties, the question may well be one for further discussion with the Minister.
(d) Nationality Review
The Working Party on the Nationality Review, chaired by the Minister of State at the Home Office, has
decided to consult Governors on their latest proposals for amending the Nationality Law. The Governor has in the past strongly opposed any changes. Lord Goronwy- Roberts may wish to discuss the current proposals with
the Governor.
(e) Constitutional Reform
In his annual address to LegCo in October the Governor
said that he saw scope for further evolution of the Legislative Council. We would be interested in hearing his latest ideas on this subject.
(f) Labour Relations, Legislation and Trade Union Affairs Lord Goronwy-Roberts may wish to take the opportunity of reviewing the progress in these fields and of discussing the suggestion of commissioning a study of labour relations in the Colony.
(g) The Hong Kong Economy
The Minister may like to hear from the Governor his assessment of the current state of the Hong Kong economy and the likely effects of the recession on social
programmes.
