is now well in hand and includes residential development for 56,000 people, together with an industrial area of acres. This stage will provide a balanced township for 236,000 by 1979. The next stage of development beyond 1979 will increase the population to 461,000 by 1983 and provide for an ultimate population of 475,000. As part of the development of the new town, the Royal Hong Kong Jockey Club is building a new racecourse which incorporates other sports facilities and is due for completion in 1978.

In all these new towns the majority of the residents will live in public housing estates. By 1983 the planned

population for public housing alone will be 195,500 in Tsuen Wan Tsing Yi; 266,000 in Tuen Mun; and 278,000 in Sha Tin.

Plans are also under way to provide public housing in existing towns of the New Territories and in the rural areas, including the outlying islands. Because the needs and requirements of the rural and small town dwellers are not necessarily the same as those of urban dwellers, studies are being made into the special problems of development in rural areas.
