Dear Lord Goronwy-Roberts,

May I on behalf of the members of the Urban Council who visited London in April to re-express our gratitude and thanks for the opportunity of meeting you and talking with you. The exchange of opinion was very educational and proved to be very rewarding to us and to me specially.

I have now prepared a paper (second of a series) on the expansion of the work of the Urban Council on the pattern of the Greater London Council. In my humble opinion this would probably serve a good answer to the movement of the elected legislative council, which is now underway in Hong Kong.

According to my view, an elected legco is not favoured by the population because of the very disappointing results in the Urban Council elections in the past and many elected members are of very low calibre (said so by Mrs. Elsie Elliott in person), therefore an elected legco is a very dangerous thing. I would, therefore, propose that some small sacrifice of some of the functions of some Government departments by transferring them to the Urban Council may be a proper solution in the long run.
