Tegislative council take this as the right opportunity, to make a start.

There are many solutions in this other than accepting the idea. As

I said, the idea is perfect but its introduction is not timely. Having in mind the

existence of political delicacy, I think the majority of the population may agree.

Increasing seats in the legislative council to accommodate two or

three elected Urban councillors is one way. But expanding the power of the Urban

Council is another, perhaps much better, and this provides more or less perfect

solutions. This paper attempts to examine what fields to which the activities of

the Urban Council should be expanded on the pattern of the Greater London Council

(wholly elected and having legislative powers).
