HONG KONG: MRS ELLIOTT
1.
Mrs Elsie Elliott has written to Lord Goronwy-Roberts asking whether she can call on him to discuss the possibility of introducing elected membership of the Legislative Council in Hong Kong. She will be staying at the Royal Westminster Hotel, on a private visit, from 8-10 April and again, as a member of a delegation from the Urban Council, from 20-25 April.

Lord Goronwy-Roberts told Mrs Elliott when he was in Hong Kong that he would be pleased to see her while she was in London. His Assistant Private Secretary has told me that there would be time for a meeting on 23 or 24 April. I recommend that Lord Goronwy-Roberts should write to Mrs Elliott, to catch her at the Royal Westminster Hotel during her first visit, to suggest a meeting on, say, 23 April. I attach a draft.
3. The membership of the Legislative Council is one of the topics which Lord Goronwy-Roberts will be discussing with the Governor next week. In the light of this discussion, I shall in due course submit a brief for Lord Goronwy-Roberts's meeting with
Mrs Elliott.
