You will recall that during the Governor's call on Lord Goronwy-Roberts on 9 April, Sir Murray MacLehose strongly advised that during the forthcoming visit of the Urban District Councillors, Lord Goronwy-Roberts should not see Mrs Elliott on her own to discuss the question of elected representation in the Legislative Council. This was because the Governor feared that Mrs Elliott would seek to represent publicly that she had some closer connection

with HMG than the facts warrant. Another consideration was that Mr John Mackenzie has also asked to see Lord Goronwy-Roberts to put the opposite point of view to that advocated by Mrs Elliott. It was consequently decided that we should try to arrange for the whole delegation from the Urban Council to call on Lord Goronwy- Roberts at the time suggested for Mrs Elliott's call, i.e. 5.15 p.m.

on 23 April.

2. I have been in touch with Mr Kidd about this and he is amending

the proposed time-table for the delegation accordingly. I shall in due course submit a brief on the subject for the meeting. Meanwhile I recommend that Lord Goronwy-Roberts should write to Mrs Elliott again; and that Mr Galsworthy should reply to Mr MacKenzie explaining what is proposed. I attach drafts. Elliott will be returning to the Royal Westminster Hotel again and the letter should in my view be sent there to await her arrival: I do not think we should send it to her through the Hong Kong Government Office which is generally responsible for the organisation

of this visit.

3. The Hong Kong Government has been informed of the change of plan.
