Dear Mir Lam,
Lord Goronwy-Roberts has asked me to thank you for your letter of 5 April which was delivered by Mrs Elliott, and to say that he had an interesting and useful talk with the four Urban Councillors (Mr Chan, Mrs Elliott, Mr MacKenzie and Miss Yeung), in the course of which the points which you raise in your letter were discussed. He explained again the attitude of HMG, and emphasised that all concerned should consider very carefully the implications for Hong Kong of any proposals for constitutional reform. He was particularly glad to note in the final paragraph of your letter that you also agreed with this.
He considers that all these matters are primarily ones for consideration in Hong Kong and that it is by thoughtful discussion there with the Governor and Government that such progress as can safely be made will be achieved.
