Dear Miss Lam,
Lord Goronwy-Roberts has asked me to thank you for your letter of 5 April which was delivered by Mrs Elliott, and to say that he had an interesting and useful talk with the four Urban Councillors (Mr Chan, Mrs Elliott, Mr Mackenzie and Miss Yeung), in the course of which the points which you raise in your letter were discussed. He explained again the attitude of IMG, and emphasised that all concerned should consider very carefully the implications for Hong Kong of any proposals for constitutional reform. He was particularly glad to note in the final paragraph of your letter that you also agreed with this.
lle considers that all these matters are primarily ones for consideration in Hong Kong and that it is hy thoughtful discussion there in the light of all the facts that such progress as can safely be made will be achieved.
