Differences of political attitudes were evident in exchanges with the Anglo-H.K. Parliamentary Group and in the Foreign and Commonwealth Office. However, I believe that reporting has been reasonably balanced and that the public is aware of the real purpose of our trip.
There can be no question of the value of contacts with institu- tions such as the GLC and the Westminster City Council, parti- cularly for Urbco members who are not familiar with the U.K. scene! However, as I have recommended above, I believe that future visits should be organised on a different basis with expenses paid and agreed procedures for handling public state- ments and news releases.
When travelling abroad on official business, it is essential that Councillors realise that they are representatives of Hong Kong and its community and that they should try to present a balanced view of our society rather than constant criticisms, Example can be taken from the visit of Members of Parliament to Hong Kong. Despite the strongest political differences, it has been my experience that they do not carp on inefficiencies or shortcomings of their opponents or of the British Government.
The Mission is also indebted to the H.K. Government Office, London and to the Foreign and Commonwealth Office for their courtesy and hospitality.
