The Working Group's recommendation, if accepted, would probably mean setting aside the potential risks in Hong Kong to an amendment to the nationality law on the lines proposed. It is the intention to draw the attention of Ministers to this aspect before a decision is taken. Meanwhile, the next step is to await the vis
of Governors.
