Feeling is running high both in this country and in some other Hember States. The Dutch have already fired a warning shot (see the Hague telno. 350). We believe the Community will probably be forced to take some kind of unilateral action if the December

consultations are without result. This would presumably take the form of a unilateral anticipation of a certain proportion of 1975 excesses against the 1976 quotas.
