Members of Legislative Council) are well aware of the underlying situation and of the impossibility of HMG agreeing to an execution in Hong Kong in present circumstances. Their complaints about the ignoring of Hong Kong wishes are therefore real but largely symbolic. The Governor suggested that opinion in Hỏng Kong might be coming round to the belief that the best thing to do would be to abolish the death penalty locally. This would certainly be the best solution for HMG and if the idea.is raised, it should not be discouraged.

When Lord Goronwy-Roberts returns to the UK he will of course be closely questioned about his visit to Hong Kong. It seems unlikely that there will be any specific changes which can be announced as the result of his visit. The Governor has undertaken to give further consideration to this question, but in general the Minister may wish to lay stress on the familiarisation aspect of this preliminary investigation into Hong Kong affairs.
