Hong Kong people are passionately fond of fireworks of all sorts. They have been banned since 1967 when the black powder was used for bombs. The ban has been maintained because of fire risk. This seems a good occasion to make an exception.
The object is to see the city lit up at night.
Disembark HMS Chichester and drive from Dockyard to race course.
Arrive race course; ceremonial drive down the course; watch 1 or 2 races; return to Government House at 2150 or 2210

The Royal Hong Kong Jockey Club has some night meetings on a sand track. It's not serious racing but draws capacity crowds (48,000) for the betting and the spectacle.
This visit would delight the Jockey Club and would enable 48,000 people to see the Royal Party.
There might be some criticism from the surprisingly large numbers who disapprove of gambling- but it would be muted.
