certificates might be issued, on the authority of the Secretary for Security, to members of the Executive and Legislative Councils in Hong Kong whether or not they would ordinarily qualify for such certificates as businessmen. The Home Office remained fundamentally opposed to any further extention of "Visitor B" entry certificate facilities to persons who were neither prominent businessmen nor members of the Executive and Legislative Councils, They were prepared nevertheless to consider, without commitment, any specific proposals that might be put to them by the Government of Hong Kong. No such proposals have been received. As the issue is dormant, nothing should be done to revive it.
