A top-level Japanese mission visited Hong Kong again in November/December, apparently with the object of concluding a final contract, but returned to Japan without any announcement of an agreement having been made. All the indications are that the Japanese are facing serious difficulties, as manufacturers of equipment and machinery are said to be unable to supply the material needed within the required price range. According to press reports, discussions between the two sides are not expected to be resumed until the middle of January.
