the Chinese: we have told them that while we are prepared in principle to return all illegal immigrants this may not be possible in cases of genuine hardship or where special circumstances intervene.

Lord Gorowny-Roberts will not wish to comment publicly on the nature of the discussions which preceded the agreement about return of illegal immigrants.
