Thank you for your letter of 16 January enclosing the memorandum which the Reform Club proposed to issue. As you can imagine, your memorandum has given us a great deal to think about; hence, I fear, the delay in sending you a considered reply. The following are my own preliminary thoughts on the points which you raise. I should perhaps make the point that, although they represent the views of myself and of the Governor, whom I have consulted, they do not necessarily describe the final and settled policy of Her Majesty's Government. As you yourself know, we are dealing with a complex and changing ecnomic and political situation, where well-understood but unspoken qualifications and assumptions are often of fundamental importance, and where there is a risk of misunderstanding through

selective quotatation. I would therefore be grateful if you would treat this letter as for the information of yourself and the Reform Club only, and

not for publication.

Your first point is the need for the people of Hong Kong to feel that the Government is their Government. I entirely agree. It is very important that the Legislative Council should include people who can speak for all levels of society in Hong Kong. But it is also important that they should speak for the whole of that society and not for any one section
