14. President Marcos' rule is an autocratic though generally benevolent one. His declaration of martial law in 1972 was generally welcomed by the Filipinos as the only solution to the extreme lawlessness which had become prevalent. (He also has to cope with the Muslim rebellion in Mindanao, largely financed from outside.) I believe that his Government is still popular. but in the long run, when memories begin to fade, he will face serious internal unrest if he does not hegin to liberalise the system. I am not sure whether he has the foresight to see this.
15. The immense goodwill towards the UK was made clear to mo through the almost embarrassing warmth of my reception. They greatly appreciate our support for SEATO and ASEM (although) hoth the President and the Forcign Minister understand clearly that our commitment is minimal). They have a hunger for British goods and culture and a British Council initiative in Manila would reap substatial dividends for the UK. While there are no funds for this now, it should be kept in mind.
