Regarding Mr Drace-Francis' letter of 30 December, I had already taken note of the intervention by Dr S Y Chung and covered the point in paragraph 4 of the brief for Lord Goronwy-Roberts on labour affairs (Brief No.2). I find his attack on the changes in minimum hours out of character; only a few days earlier he had been strongly advocating something very dear to my own heart · the establishment of some form of contributory social security in Hong Kong (another matter covered in the brief).
